Changes and alterations in the custodianship of the holy Shrine of Hazrat-e-AbdulAzim (AS) in the Year 1369 (1990) and appointment of Hojatul-Islam-valmuslemin Mohammadi-Rayshahri (by the supreme leader of Islamic Revolution) as the chief custodian of the holy shrines of Hazrat-e-AbdulAzim, Hazrat-e-Imamzadeh and Hazrat-e Imamzadeh Taher (AS) caused an outstanding and vast improvement in the holy shrine’s complex and also in the whole city of Ray.
After this transformation period , the new management considering the conditions and all dimensions , found out that the policy taken during oppressing period of Shah and also problems caused by the Iraqi imposed war against Islamic Republic of Iran (which made it impossible to take adequate actions) practically put the holy shrine in an unfavorite conditions in many aspects. As a result, making a rapid change specially in execution of the supreme leader’s commands (mentioned in issued sentence) was of high importance , which automatically met the people’s truthful expectations.
It is worth saying that the holy shrine at that time had no reliable funds even for the current expenses …… Soon after , taking advantages of experts, some necessary actions were taken in multiple stages , such as reorganization of the complex administration, providing a legal process demanded for registration of the Article of Association, and also providing a comprehensive development plan for the holy shrine and its affiliated institutions. After accomplishment of these plans , the first and the most important step was to create a powerful and constant source of income in order to perform the relevant plans such as the release of lands within the development plan , purchasing the needed equipment etc.
This step was taken as the chief custodian of the holy shrine’s strategy stated i.e. beginning with a limited area employing two or three active and powerful part time staff (in 1993).
This department namely Real Estate and Properties Assistancy of the holy shrine stated its activity by the chief custodian’s sentence. Another task done by this new assistancy was to provide financial plans to secure the needed funds of the complex.
In the following there will be a list of the most important financial activities and actions of this assistancy which was rename to Financial Department after developing and increasing its efficient activities in the year 1994.

The Goals of the Assistancy Department:
• Purchase and release of the lands within and around the development plan.
• Expending the funds in order to perform the projects of the development plan.
• Providing the cash sources in order to found the affiliated cultural institutions.
• Providing the cash sources to pay the current expense of the holy shrine such as maintenance of the erected sites and administration of the affiliated institutions.
• Securing the equipmentation expense of the erected sites and buildings.
• Meeting the commitment made by performance of the development plan and lateral projects.
• Providing advanced technical equipments demanded for performing the projects of the development plan and affiliated institutions.
• Rebuilding of the endowed properties and management of them to optimize their utilization according to the endowers’ intentions.
• Providing funds in order to give different services to the people in need through
co-operative plans with faithful people (mowmeneen) preferably the neighbors, pilgrims and citizens of Ray.
• Creating a permanent treasure in order to run the holy shrine complex and the affiliated institutions in future.
The financial department and also its managers and executive agents continue their activities on the following principles which are continuously monitored:
• All activities and action are to be according to framework of the country’s legal functions and provisions.
• Paying attention to the financial conditions of the country and take action to balance the market (considering capabilities) switching to economical demanded grounds of the society with a production and safe business tendency.
• Observing the national expediency in financial activities.
