The Qajar era, specially the last years of it, is considered one of the most bitter eras of Iranian history such that it was unique from viewpoint of anarchy and unlawlessness and intervention of foreigners. Modarres having found there was no use warning the prime minister, proposed to stage a sit-in in Abdolazim shrine and he himself together with a group of people took sanctuary there to oppose Samsam. Finally, the pressure of opposition and public discontent led to fall of samsam cabinet and Vosoughdoleh became premier.
