Modarres having found there was no use warning the prime minister, proposed to stage a sit-in in Abdolazim shrine and he himself together with a group of people took sanctuary there to oppose Samsam. Finally, the pressure of opposition and public discontent led to fall of samsam cabinet and Vosoughdoleh became premier.
